Oil Field Assessment, Remediation and Construction Monitoring
Rincon
Consultants was contracted to provide environmental support
during grading/construction of a commercial development
in Santa Barbara County, California. The property was formerly
used as a producing oilfield and included onsite refining.
Rincon completed soil and soil-gas sampling assessments
to define the extent of onsite contamination. Areas of high
subsurface methane were identified. During grading in these
areas, Rincon personnel provided onsite health and safety
monitoring. The soil-gas data was used by the client’s
engineer to design methane barriers and venting systems
within the foundations of buildings. Approximately 4,000
cubic yards of petroleum-contaminated soil was excavated
and stockpiled onsite. Rincon designed and permitted a bioremediation
treatment system with Santa Barbara County. All of the soil
was treated to County specification within a three-month
period. The treated soil was re-used onsite in routine grading
operations.
Vapor
Extraction Remediation for Chlorinated Solvents, SCAQMD
and WIP Permitting, Manufacturing Plant
Rincon
Consultants installed and operated a soil vapor extraction
remediation system to remove chlorinated solvents (PCE,
TCE, 1,2-DCE) from subsurface alluvium. The solvent release
impacted soil below a cooling water blow-down pit. The remediation
equipment consisted of a trailer mounted carbon adsorption
unit capable of producing a flow rate of 200 SCFM. System
performance was above specifications and the operational
efficiency averaged over 90%. The treatment system was permitted
through the South Coast Air Quality Management District
(SCAQMD) and the Regional Water Quality Control Board (RWQCB),
Well Investigation Program. Following the soil vapor extraction
equipment operation, Rincon was able to demonstrate to the
RWQCB that the cleanup had been effectively completed. Environmental
site closure was granted by the RWQCB.
Phase
I Assessment, San Fernando Valley Redevelopment Area
Rincon
Consultants completed a Phase I assessment for a several
hundred-acre redevelopment area of the San Fernando Valley,
California. Part of the redevelopment project was to determine
environmental conditions within the area. The Project Area
has been developed with commercial, industrial, and residential
uses from as early as 1920. Historically, the area had been
open land or developed with agricultural and residential
land uses, but was developed with commercial and industrial
land uses as early as 1940. Our Phase I assessment included
a site reconnaissance, a review of historical aerial photographs
and maps, an analysis of an environmental database of potential
and known release sites, and the preparation of an assessment
report.
