Steve is one of the founding partners of Rincon Consultants and serves as the Principal-in-Charge of the firm’s planning services unit. An urban planner and geographer by training, Steve is skilled at implementing planning programs, CEQA and NEPA analyses, and specialized planning assignments from the perspective of their urban or regional geographic contexts. Steve has managed programs of great diversity in size and scope, including central city corridor revitalization studies, citywide general plans, and various campus master plans. His skill in designing and conducting community involvement components of planning projects has contributed to a number of award-winning projects for Rincon’s clients. Steve is a talented public speaker and writer, and has lectured at numerous universities and for professional organizations in the planning industry, and he served as a contributing editor to California Planning & Development Report for many years. He has a keen interest in open space and recreation issues, and serves as a trustee for the Ventura Hillsides Conservancy, a community-based land trust.
